Luo Shaobin - Deputy General Manager and Operations Manager
Luo Shaobin’s sea going career within China Shipping’s oil tanker and chemical tanker fleet has been followed with a notable shore career including the management of a training program at Shanghai Maritime Academyfor China Shipping Group and the Norwegian Ship-owners Association and including the coordination of the strategic set up of China Shipping LNG Investment Company (CSLNG) in 2005. While with CSLNG, Luo Shaobin was deeply involved with the negotiations and agreements that were necessary for the whole LNG supply-chain of agreements, joint ventures and charter parties. His portfolio included the four (4) ships being used for long-term ExxonMobil trade, the eight (8) ships being built for our own project and also for the ‘YAMAL’ project. Leveraging this background of LNG supply chain negotiations and agreement work, Luo Shaobin has now been assigned as CESM’s Operations Manager, as well as being CESM’s DGM. Luo Shaobin graduated from Dalian Maritime University in 1996, and obtained a MBA diploma in Fudan University in 2010.
Wang Rong - Deputy General Manager / Administration Manager
As Administration Manager within CESM, I am in charge of the company’s finance commitments and its human resources (HR) section. I am a seasoned professional with more than 14 years of finance experience, and I’m completely familiar with the finance regulations within The Peoples Republic of China. My extensive experience in finance management provides me with a track record of designing, implementing and improving policies and procedures as well as forming strategies and business plans. This track record will be used for HR purposes also. Here in CESM I will take the lead to ensure all the company’s finance and HR commitments are met such that the company achieves its goals. CESM has been set up to safely deliver clean and strategic energy to China and I look forward to using my proven versatility within this new multi-national CESM environment as an integral part of our versatile, forward thinking, team of professionals.
Kaushik Roy - SHEQ Manager
Following an eleven (11) year sea-going career and a period ashore lecturing in nautical studies, as well as taking managerial positions in ship management and safety, our HSEQ Manager, Kaushik Roy (Kaushik) worked as MOL LNG (E)’s HSE Manager, and as its DPA & CSO.Kaushik savours the role of sharing his work and experience with our Chinese colleagues.Kaushik is an integral part of our team here at CESM and is a ‘Chartered Marine Technologist, a Fellow and Professional Review Interview Assessor of Institute of Marine Engineering Science & Technology and an Associate Fellow of the Nautical Institute.
Shan Kai - SHEQ Training Coordinator
Captain Shankai Jack is a Master Mariner with 16-years of sea-going experience on tankers including those carrying cargoes of liquefied gas, chemicals and crude oil. During some of this time. Captain Jack was assigned by his parent company China Shipping, to international shipping companies such as Teekay, Exmar, and Norgas.His 17 years with China Shipping includes more recently, shore assignments as LNG Project Manager at China Shipping International and as an Assistant Manager withinChina Shipping’s LNG technical division.He has volunteered for many activities and community leadership roles, using his background and shipping industry experience to benefit others.
Bryan Mitchell - Senior Operations Superintendent
Bryan first went to sea as a 16 year old cadet with Shell Tankers (UK) and stayed with Shell for 26 years.During this period he sailed on tankers of all kinds and sizes, including his first LNG tanker in 1974 as 2nd Officer and including an assignment as Master on the world’s first purpose built LNG tanker, the ‘Methane Princess’.Since leaving Shell Bryan has continued serving on tankers, including lightering vessels, LPG, LNG and chemical tankers. Bryan joined MOL in 2004 to serve on the newly delivered LNG ships and has been with MOL ever since.He finally came ashore in 2012 after a career of 44 years at sea to work in MOL LNG (E)’s London office as operations superintendent and was seconded to CESM in June 2014
Bill Xu - Fleet Manning Manager, Personnel
Captain Bill Xu is a Master Mariner with 17-years of sea-going experience on LPG & oil tankers, bulk carriers and container carriers. He has worked for Companies such as MinWah, OOCL, Wallem & WahKwong Shipping Company, as well as working for 6-years in HESQ and Operations as a Senior Superintendent in Hong Kong. He has rich experience of working with multinational people onboard as well as ashore and will leverage his experience and knowledge of oil-major and international standards with respect to ship management and crew training / improvements. Captain Bill Xu takes the view that the crews are the Company’s best asset and fortune is his motto.
Mark Wakelin – Electrical Superintendent
Mark started his career as a sea-going Radio Office and Electro-technical Officer working on oil tankers and later LNG carriers for BP Shipping. He came ashore in 1998 and joined the Technical Team providing technical support to the fleet and working on the design and construction phase of numerous new build oil tanker and LNG carrier projects. Mark has spent much of the last 10 years working in site teams of new build projects in China and South Korea, gaining valuable experience in the Asian culture. These include a North Sea RSV project in Yantai, China and an LNG project in Mokpo, South Korea. Mark has been the Electrical Leader for the APLNG site team, involved in both design approval and construction supervision. His experience with the project vessels will make him a valuable asset to the CESM team.
Huang Xin - PMS Coordinator
Mr. Huang Xin is a marine professional with more than 23 years of ship-related experience. Immediately prior to joining CESM, he was the Technical Manager in China Shipping LNG Carrier Company Limited, based in Shanghai and involved with oversight of LNG tanker construction. He is familiar with China Shipping’s SMS and ship management practices, and he is looking forward to working with CESM’s systems for LNG ship management, operations and maintenance. His past experience also includes SMS internal auditor work for China Shipping Bulk Carrier Company Limited. Other related experience includes time as a superintendent and various sea-going assignments as an Engineer Officer with China Shipping Oil Tanker Company Limited, where he was promoted through the ranks to Chief Engineer.
Gary Wang – OPEX Management Accountant
Gary is a professional accountant with more than twenty years of working experience in accounting. Gary worked in the Epingle Group before joining CESM, which provided him with valuable experience in overseeing and controlling ship operating expense, since the Epingle Group was a wet and dry ship owner / operator focusing on North Asian markets with a fleet size similar to that of CESM. Gary is a member of the Hong Kong Institute of Certified Public Accountants and obtained a Master of Professional Accounting from the Hong Kong Polytechnic University in 2010. As such, Gary is a welcome and fundamental participant within our Administration Department.
Motoaki Iriguchi - Technical Manager
I am a marine engineer professional with 30-years of ship-related experience in MOL. I have sea-going experiences of LNG, LPG, Bulk carrier, Container ship for 12 years, was promoted to Chief engineer
in 2007. My carrier relating LNG ship management and sea-going engineer officer is for 15-years,
I was a technical superintendent involved with longevity retrofit works for Indonesian ARUN project and NWS project for 5 years until 2009, and I had worked as co-owner tech. manager for Algerian LNG ship-management company for recent 5-years. I have rich experiences for technical management for long term maintenance and various retrofit works for long-term chartered LNG carrier.
